Rapid construction for urbanization has caused large amount of population immigrating into the city from rural areas.Intelligent city,which considered as one of the most important topics,brings new challenge but also opportunities in urban governance.According to the latest data released in February 2018,Hefei has become one of the most tolerating cities in China with a high floating population of 2.2 million.It is noteworthy that a series of new changes have emerged,such as: family-based migration,continual increase of residence stability,rapid reproduction rate in migrated cities,rapid growth of senior population.The governance and its concept have had difficulties facing these changes,which could lead to problems and potential conflicts.An accurate mode of managing floating population is demanded.Big Data with its advantages in information collecting and processing could help us managing floating population more accurately and scientifically.By taking Big Data as a necessary solution,it will truly enhance the development in areas such as governance and its concept,technology,methods and patterns study.Applying Big Data,on the other hand,might also bring risks.That's the reason why Big Date has to be applied in an objective way in order to control its risk level so the government will be able to face the challenges it might bring.Combining Big Data with governance of the floating population,analyzing its tendency,utilizing floating population management and only with all above,the feasible solutions can be found.This paper contains five chapters.The first chapter is the introduction,mainly elaborates the research background and significance of the article,research methods,domestic and foreign related research reviews.The second chapter explains the relevant concepts,theoretical basis.The third chapter presents the current situation of urban floating population management in Hefei and China in detail.Chapter 4 introduces the countermeasures and suggestions of applying Big Data in the management of urban floating population.Chapter 5 explores new modes of applying Big Data in the management of floating population according to the analyses above.This research is based on theories related to floating population management,governance,new public service and Big Data.With the analysis of current situation in floating population management in the city of Hefei,the research interprets its basic facts,quantity,living status,characteristics of the floating population and its management.Government departments have built up a series of data application platforms but problems still occur during the implementation of these platforms such as;New situations and problems caused by the floating population,To ensure the rights of the floating population,Problem solving and prevention in floating population management,Outdated data operating teams.This research provides countermeasures to these problems as well,such as: Optimizing data platforms,Obtain a whole picture of the floating population,Providing accurate services based on needs,etc.It also explores possible new modes in application of Big Data for the management of floating population.
