The Research On The Interaction Process Between Social Think Tank And Government

In May 2017,the Ministry of Civil Affairs,the Central Propaganda Department and other seven departments jointly issued the Several Opinions on the Healthy Development of Social Think Tanks,which further clarified the significance of the social think tank for strengthening the construction of new think tanks system and promoting the modernization of the national governance.However,at present,there are many problems in the development of China's social think tank.Its influence and strength are not as good as other types of think tank,which was affected by China's administrative system.The government is the most important service object of the social think tank.How to realize the interaction between social think tank and the government? The question of why the two sides need interaction and the specific process of interaction are worth studying.However,the research on social think tank is still relatively one-sided.The social think tank is only analyzed in individual.The government that plays a key role in the development of social think tank is neglected.This paper selects CIRD,which is one of the most influential social think tanks in China,as a case study.It tries to analyze how the social think tank interacts with the government from the perspective of social think tank and government interaction.Why social think tanks interact with the government and need to interact,and propose countermeasures on how to promote the interaction of social think tanks.This paper firstly interprets the related concepts of social think tanks,analyzes the particularity of social think tanks compared with other types of think tanks,and also enumerates the theoretical basis for the study of think tank interaction with government.The third chapter is based on the theory of resource dependence,and analyzes the motivation of the interaction between the CIRD and the government.The CIRD relies on the government's policy,financial and information resources,and the government has a dependence on the policy advisory services of the CIRD.It is the interdependence of such resources that makes the interaction between the CIRD and the government inevitable.In the fourth chapter of this paper,a large number of data about the interaction between the CIRD and the government were collected through various channels such as the Internet,and the analysis was carried out by means of the qualitative analysis software Nvivo11.On this basis,the four modes of interaction between the CIRD and the government are summarized: subject participation mode,expert communication mode,internal participation mode and mass communication mode,and the characteristics of the four interactive modes.Finally,based on the analysis of the interaction between the CIRD and the government,the countermeasures and suggestions for promoting the interaction between the social think tank and the government are put forward.Starting from the two aspects of improving the interactive mode and improving the interactive environment,it is proposed that the social think tank should be further improved in the aspects of research ability,expert team building,decision-making consulting ability and public media communication;the government should improve the subject The management mechanism pays more attention to the role of expert consultation and guarantees its participation in government decision-making channels to strengthen its interaction with the social think tank.
