The City Of Changchun Research On The Problems And Development Strategies Of Community Service-oriented Home Caring Of The Aged

In recent years,aged tendency of population has become an important issue of social development.Especially in China,the number of the elderly has risen sharply,and a perfect social pension model has become an inevitable requirement for social development and stability.Community home-based pension service which as a new mode of pension service refers to the way for the elderly to spend their remaining years in comfort at home or in the community where they live for a long time.It takes the community as a platform,integrates various resources of the community,and provides catering,medical and other services for the elderly.There are still larger demand and development space for Chinese community home-based pension service which in the primary stage of development.With the enhancement of the elderly’s Pension Consciousness,more and more elderly people begin to seek the way of community home-based pension service.In recent years,the Changchun Municipal Government has combined with the community platform and begun to develop the community home-based pension model through specialized service institutions.Through the method of literature and comparative study,this paper analyses the current situation and existing problems of the development of community home-based pension service in Changchun,and draws on the advanced experience of home-based pension service at home and abroad,so as to provide operable methods and measures for the improvement of community home-based pension service construction in Changchun.The research in this paper is mainly divided into the following five parts.The first part defines community,community service,community-based pension and community home-based old-age care service,and puts forward the corresponding theoretical basis,including social embedding theory,welfare pluralism theory and service-oriented government theory.The second part focuses on the analysis of the status quo of community home-based pension services in Changchun and the actual needs of the elderly,and analyzes the existing problems of community home-based pension services in Changchun.Combining with the problems existing in the community home-based pension service in Changchun,the third part analyses its causes which including the serious homogeneity of products and the unobstructed financing channels.The fourth part focuses on drawing lessons from the typical foreign community home-based pension service model and the practical experience of domestic urban community home-based pension service to analyze.In the fifth part,on the basis of learning from the experience of Britain,Sweden,Japan,Singapore and Beijing,Nanjing Shanghai,the author puts forward some countermeasures,such as standardized service standards,diversification of service products and broadening financing channels,for the future development of community home-based pension services in Changchun.
