Research And Implementation Of The Record Review Intelligent Work Platform

The filing review system plays an important role in the legislative process and has critical influence on the smooth implementation of the law.The purpose of the filing review work platform is to standardize the filing review operation process and assist staff to carry out the filing review work.According to the survey,the current filing review system has some problems and deficiencies,which are manifested in the following aspects: firstly,filing review is only a functional module,which lacking a complete process;secondly,the staff can’t make a filing registration timely after publishing the filing catalogues within 30 days,resulting in delaying the schedule of the filing;thirdly,some agencies do not know the scope of the filing documents,and submit the documents at will,however,the system does not automatically identify the effectiveness level of documents,requiring manual review,which is time-consuming and laborious;finally,during the substantive review,it is a heavy task taht the staff needs to judge whether the documents conflict with the superior law and manually search for reference regulations.Therefore,the research and design of the filing review intelligent work platform is put forward.In the terms of architecture,the system not only use B/S architecture design,but also employ HTML,Ajax,JSON,Spring,Hibernate and other development techniques.The system is mainly divided into four functional modules: filing,review,clean and general design.The filing module includes functions such as filing registration,submission,and modification.The review module includes functions such as formal review,substantive review,and statistical analysis.The clean module has functions which are task management,clean preliminary review,and final review.The general design includes user management,organization management,and file search function.Having been designed and realized,the filing review intelligent work platform has realized the filing review of laws and regulations as well as documents and regulations clearing.Compared with the existing system,the system is more intelligent,mainly reflected in the following aspects: firstly,after the government website releases the legislative information,the system will collect the crawler and make a reminder for the filing,so that the staff can facilitate the filing registration in time;secondly during the formal review,the system will judge the effectiveness level of the filing documents based on the documents at the time of registration,and it is not necessary to manually review whether the documents belong to the scope of filing;thirdly,in the process of substantive review,to improve the efficiency of the review,the system performs similarity analysis and quickly locates the regulations of superior law;finally,the system automatically retrieves documents that have exceed the expiration date each month.If such documents exist,the system will make a cleaning notice to remind the staff to complete the task of file cleaning in time.
