The Research On The Power List System In Perspective Of The Government Regulation

The relationship between the government and the market is the central issue of economic reform.The third Plenary Session of the 18 th CPC Central Committee pointed out for the first time that all levels of government must implement the power list system.Being an institutional support for the current decentralization,the power list system is a strong and judicious response to the era of economic transition,making a difference in giving full play to the decisive role of market in resource allocation.Studying on the power list system in the framework of the government regulation is equivalent to working out how to make the boundary line between the government and the market clear.The essay summarizes concerned theory on government regulation and power list system,then analyses the necessity of building the power list system.In order to tackle some existing problems and obstacles in push for the power list system,the paper put forwards several practical and objective proposals.Only with these measures taken can we finally find a path to improve the power list system of government regulation.
