This paper mainly studies the legal regulation of attack behaviors towards network infrastructure,adopting the research method of case evaluation and comparative analysis,analyzes the reference significance of these strategies to our country according to the relevant legal policies and strategies at home and abroad,and gives some suggestions.This paper analyzes three kinds of attack behaviors,including malicious software attacks,phishing attacks and collision attacks,combined with cases to elaborate its detriments,and tries to find solutions and legal analysis.Every country at home and abroad pays more attention to the protection of the network infrastructure.In Chinese "Network Security Law",some legislative content should be further improved,and some rights and liabilities were not clear.The US government introduced the "Cyberspace Security National Strategy" and "Cyberspace International Strategy",but the way of "Imaginary Enemy and Preemptive" to maintain network security,could not be adopted by our country.In "EU Internal Security Strategy",the establishment of a unified command organization is of great reference significance to China.The emphasis on international cooperation in Japan's "network security strategy" was inspiring to China.Finally,following suggestions are given by the author: Internet users' joint efforts and self-discipline in this industry are needed,refining the relevant system,paying more attention to personal information protection,and giving some suggestions in the process of legislation.
