Innovation Research Of Rural Governance In Huachi County Of Gansu Province Under The New Media Background

New media has become an important carrier to enrich rural people’s daily life and innovate rural governance.New media has broadened the channels for farmers to participate in rural governance,fostered farmers’ rational participation consciousness,changed the traditional governance model in rural areas,promoted the awakening of farmers’ democratic consciousness,mobilized the enthusiasm of the masses to participate in governance,and accelerated the rhythm of transforming functions by the grass-roots government and optimizing basic services;It can be said that new media is helping to build a new pattern of grass-root governance with a comprehensive participation of the masses,government guiding services and diversifying participation of social organizations.At present,the positive impact of new media on promoting rural governance innovation has been highly recognized by governments at all levels,grassroots people and all sectors of society.It plays an irreplaceable role in the implementation of Rural Revitalization strategy.In recent years,Huachi County has made innovations in rural governance,implemented the construction of government service system and threelevel online service in counties and villages by means of Internet technology such as new media.Huachi County focused on improving the level of rural governance by changing the way which grassroots people participate in governance,the way of information transmission at grassroots level and the way of interaction between the government and the masses.However,under the new media environment,there are still many problems based on the perspective of the current situation of Rural Governance Innovation.We need to further explore the application of new media to play a better role in rural governance.Based on the above considerations,this paper chooses Huachi County,where I work,as the research object.Through the methods of literature research,case study,questionnaire survey and interview,it expounds the current situation of rural governance innovation in Huachi County and analyses the existing basic conditions under the new media environment,which are not complete;the management system is not perfect,the usage is not standardized.It is also lack of professionalism and lack of innovation consciousness and so on.The paper is trying to explore the causes of the problem from these three dimensions like the governance subject,governance mode and governance process.After that,on the basis of learning the mature experience from Wuzhen,Yuncheng,Shandong and Xinyang,Henan Province,the paper puts forward countermeasures and suggestions suah as giving full play to the role of the government,mobilizing villagers’ positive response,stimulating the vitality of villagelevel organizations,organizing social forces to participate extensively,transforming government functions,and actively building a response governance system.It is hoped that the study can help all departments of Huachi County Government,villagelevel organizations and social groups fully recognize the existing problems in the innovation of grassroots governance.It will provide reference and suggestions for promoting the innovation of rural governance in Huachi County with the help of new media.
