The Rural Governance Mechanism Innovation Research

Taking a samples of14554villager council survey data Qingyuan city, Guangdong province,the paper have done case study on rural governance mechanism innovation from villagers council of operating mechanism, organization mode, operation results, having problems and so on,using the method of case analysis. The article made the empirical analysis about factors of affecting the council’s effect using double logarithm model.According to its existing problems and the influencing factors of council’s effect and some rural governance experience of foreign countries put forward countermeasure and suggestion of consummating the village councils run results.Founding the following three questions by analyzing of Qingyuan city rural villagers council:rights and responsibilities imbalance for the villagers council, lack of representative for the villagers’council members, the social environment to support is not enough mature, all these problems restrict the villagers’ council completely to play the effect, hampering village governance system innovation. So the paper using Eview7measurement statistical software to make the empirical analysis about factors of affecting the council’s effect using double logarithm model. Founding that villagers council characteristic variables of the average age of members of the villagers council, female ratio in the council members, party ratio, the average education years, average annual income level, whether hold cross appointment for such variables and the characteristics of the villagers group the average education years of the villagers group, the annual average income level, the ratio of workers go out village,the largest proportion fo surnames and if there is a democratic appraisal system and incentive mechanism under different level by influencing the villagers council member representative, the realization of the power and responsibility,social support environment,and ultimately affecting the effect of villagers’councils.So, the paper will puts forward seven aspects countermeasures and suggestions to perfect the council organization according to the effecting factors affecting the villagers council and foreign countries achievements on rural governance:(1)Perfecting the system of villagers’democratic election,improving the quality of villagers council members; (2)Perfecting the system of the villagers council discussing official business, enhancing council members democratic ideas, balancing rights and responsibilities;(3)Standardizing the villagers council supervision system, improving the effect to discuss business;(4)Clear the self-management and authority of the village councils, eliminate the rights of other improper interference;(5)Improve the villagers completely interior incentive and constraint mechanism;(6)Development of rural culture and education, improve the leader and villagers’ demociatic consciousness,(7)Innovation of rural production management mode, attracting farmers come back to develop, etc, laying the foundation for our country rural governance system of innovation...
