Research On Public Participation In Major Administrative Decision-making In China

Public participation,as a statutory procedure for major administrative decision-making,plays an extremely important role in ensuring the scientific,proper procedures,open processes,and clear responsibilities of decision-making systems.On the other hand,it also enlightens public participation in government management and improves government democratic decision-making.It plays an important role in maintaining social public interests.After more than 40 years of development,China's socialist rule of law has achieved remarkable achievements.However,in recent years,many localities have caused serious concern to the social and economic development and the image of the government because of major administrative decision-making mistakes.The effective implementation of the public participation system for major administrative decision-making has new requirements for the administrative organs and the public.Due to the lack of a unified norm of the upper-level law,local governments have different opinions on the connotation and extension of "major administrative decision-making" in the process of making major administrative decision-making legislation.How to solve the disunity of conceptual understanding is a difficult problem.Logically speaking,the premise of public participation in major administrative decisions of the government is to obtain sufficient sufficient information from the government.After analysis,induction and summarization,effective suggestions and opinions on relevant matters can be put forward.However,as far as the regulations issued by local governments are concerned,there are still many institutional obstacles in protecting the public's right to know.Hearing is one of the important ways of public participation.Ensuring fairness and justice of hearing is a concrete manifestation of the value of the procedure.It is another focus of this paper to ensure that the hearing system can absorb public opinions more broadly andeffectively.Public participation should be all-round participation.The performance evaluation mechanism of major administrative decision-making is one of the means to measure the final value of government decision-making.The lack of public participation in this link makes the accuracy and social acceptability of the evaluation results questionable.Public participation in major government administrative decisions requires the public to participate in a more positive attitude and change the situation of passive participation in the past.However,factors such as weak public participation,poor channels,and insufficient capacity all restrict social development to varying degrees.Therefore,improving the efficiency of government decision-making by safeguarding the right of public participation in major administrative decisions can help transform the government's decision-making philosophy,protect the public's right to know,participate,and supervise,protect the legitimate rights and interests of the public,and promote the construction of public and private rights.The benign interaction model enhances the participation of all parties in the concept of social governance and jointly realizes the concept of democracy and the rule of law in modern social governance.
