A Study On The Effect Of Land Leasing Of Local Government To The Supply Structure Of Public Service

Since the Eighteenth National Congress of the CPC,the Party Central Committee,with Comrade Xi Jinping as its core,has pointed out that urbanization is the only way to modernize.It has clearly put forward that the construction of new urbanization should be carried out and that higher requirements should be set for the supply of urban public services.The report of the Nineteenth National Congress further proposed that the public service system should be improved,the basic life of the masses should be guaranteed,and the equalization of basic public services should be accelerated.As an important source of funds for local governments,land leasing income plays a key role in supporting the supply of public services.In this context,to explore the impact of land leasing by local governments on the supply structure of public services is actually to explore the development of new urbanization with human as the core at the present stage in China.And it is of great significance to explore a scientific and effective path of reform and transformation of land leasing by local governments,to optimize the supply of public services,and to give full play to the positive role of land leasing in new urbanization and to promote the healthy development of new urbanization.Based on this,this paper carries out research from the following aspects.Firstly,this paper defines the concepts of land leasing and public service supply of local governments,analyses its theoretical basis,and combs the internal mechanism of land leasing by local government,the impact mechanism and path of land leasing of local government on public service supply.Secondly,the development of land leasing and public service supply of local governments is analyzed.The public service supply is divided into economic public service supply and non-economic public service supply.And the comprehensive evaluation system of public service supply is constructed by using the entropy method.Subsequently,based on the data of 277 municipal districts in China from 2003 to 2016,this paper constructs a static panel model to empirically analyze the impact of land leasing by local governments on the supply structure of public services and whether there are spatial differences.The empirical results show that the land leasing income of local governments significantly promotes the economic public service supply and lowers the supply level of the non-economic public service.Regionally,the impact of land leasing income of local governments on the unbalanced supply structure of public services is relatively small in eastern region.The expenditure preference of local governments in central region for economic public services is the most obvious,because they want to attract investment and catch up with the level of economic development in eastern region.The support for economic public services in western region is the smallest,and the impact on the supply of non-economic public services is not significant,because the land leasing income is low.Finally,based on the above conclusions,in order to improve the supply structure of public services,this paper puts forward relevant policy recommendations from five aspects: improving the performance evaluation mechanism of local governments,deepening the reform of financial system,optimizing the land leasing behavior of local government,improving land leasing revenue and expenditure management,and accelerating the supply-side reform of public service.
