Research On The Role Of Grassroots CPPCC Consultation In Improving People’s Livelihood

The opening of the 18^th CPC national congress heralded a new era of socialism with Chinese characteristics,and the principal contradiction in our society has been transformed into the contradiction between the people’s ever-growing need for a better life and unbalanced and inadequate development.The great changes that have taken place in the field of people’s lives are profound and extensive.The transformation of the main contradictions in our society has put forward new requirements for the work of the party and the state.As a political organization led by the party,CPPCC should deeply study and implement the spirit of General Secretary Xi’s series of speeches,deeply ponder the new ideas and new challenges of national governance in the new era,and truly put the people as the central development thought into practice,care for the people,serve the people,and strive for the realization of the people’s good life.General Secretary Xi Jinping proposed that CPPCC should make the realization of good,maintain and develop the fundamental interests of the vast majority of the people as the starting point and foothold of the work,make the promotion of livelihood improvement an important focus of thep;work of the CPPCC,seize the important issues in the field of livelihood,and help the party and the government to solve the problems of people’s livelihood,and serve the people heart and soul.The CPPCC has branches as national,provincial,municipal and county four levels,with a complete level of consultation from the central to the grass-roots level.The grassroots CPPCC is the peripheral nerve of China’s CPPCC consultation system,which is special compared with the national,provincial and municipal CPPCC,and is produced at the grassroots level,facing the people and directly serving the people,so it has a unique advantage in promoting the improvement of livelihood.By combing the relevant theories of consultative democracy and CPPCC,this paper first demonstrates the close relationship between the CPPCC and the Socialist consultative democracy.This paper further analyzes the relationship between the CPPCC and the improvement of people’s livelihood from two aspects,one is that from the fundamental value guidance,main functions and organizational composition of the CPPCC system design,improving people’s livelihood is an important work goal of the CPPCC,and second,the CPPCC consultation is characterized by its normative,extensive and inclusive nature,it is the unique advantage of the CPPCC in the work of people’s livelihood.The CPPCC of P county-level city inSichuan province has performed outstandng in the field of the people’s livelihood.Its work results are affirmatively approved by the higher authorities.As an advanced modle,it requires the neighboring districts and county-level grassroot CPPCC to learn from it.It has some typical reference significance.Therefore,this paper takes theThe CPPCC of P county-level city inSichuan province as the research object,and investigates the performance of the grass-roots CPPCC in the work of people’s livelihood.By analyzing the work practice of P city CPPCC to promote the improvement of people’s livelihood,this paper sums up 5 experiences:highlighting ideological and political construction,countermeasures and suggestions to"grounding gas",strictly carrying out the management of duties,establishing a perfect supervision system for handling processes,and establishing mechanisms to ensure the implementation of the results of the consultations.Comparing with the requirements of the CPPCC’s own construction and service,this paper sums up the 5 points that exist in the P city CPPCC:There is a contradiction between the arbitrariness of political consultation,the lack of representation in the subsector,the problem solving problems,the asymmetry of consultation subject and information,and the difference between the requirement of equality of consultative subject and the subject itself.Aiming at the shortcomings,this paper puts forward 5 countermeasures and suggestions to promote the consultation of the grassroots CPPCC,to strengthen the guidance of consultation topic selection,to improve the level of CPPCC construction,to create a good consultation environment,Establish and improve consultation mechanism,strengthen the construction of consultation subject team.
