A Case Study On The New Round Of Party And Government Institutional Reform In Chengdu

Chengdu completed the new round of party and government institutional reform,that is in accordance with the 19 th national congress of CPC and the third plenary session of the 19 th CPC central committee on deepening the institutional and administrative reform of the overall plan.As one of 15 deputy provincial cities in China,one of the capital city of the western economic province,the new national center city,its institutional reform overall planning implementation of the key steps to standardize the operation,as well as the exploration and practice in combination with the local practice series of reform measures,in many parts of the institutional reform of our country in recent years,showing its typicality and representative.This paper tries to comprehensively review the practice of party and government institutional reform in Chengdu,show the key details of the huge and delicate operation process of institutional reform,summarize the results of the reform,and provide useful reference for the local institutional reform and even the administrative system reform.The basic works of the new round of party and government institutional reform in Chengdu is as follows,on the basis of summarizing and referring to the achievements of institutional reform since the reform and opening up.And in view of the problems existing in the administrative management system before the new round of institutional reform,combined with urban development needs and the main direction of the party and government institutional reform,Chengdu implement the reform of party and government institutions,which were followed the reform spirit and requirements of the central and provincial governments and completed the "prescribed actions",also combined with the actual situation and practical needs of Chengdu to explore and innovate,complete the "optional action".The main content structure of this paper is as follows.The first part firstly expounds the background and significance of the research on deepening the new round of reform of party and government institutions in Chengdu,sorts out and studies a large number of domestic and foreign research status,and introduces relevant research contents and methods.The second part elaborates relevant theoretical research and related concepts.The third part is the case description of the new round of party and government institutional reform in Chengdu.First of all,this paper sorts out andanalyzes the course of the institutional reform of Chengdu municipal government,introduces the main contents of the reforms of Chengdu municipal government since the reform and opening up,and analyzes the main achievements of the previous governmental institutional reforms as well as the main existing problems.Secondly,it introduces the background,objectives and main fields of the new round of party and government institutional reform in Chengdu.Finally,the paper describes the case of the new round of party and government institutional reform in Chengdu from the following three aspects: institutional setup,staffing and staffing,and implementation steps.The fourth fifth and sixth parts analyze the institutional reform from the perspectives of straightening out the functional relationship,optimizing the establishment of institutions and standardizing the establishment management,and analyze the key elements of implementing the reform one by one.Chapter seven and eight reflect on the shortcomings of institutional reform,and put forward suggestions for further improvement in the future,and summarize the characteristics of reform,and put forward research prospects.
