The Tacit Support: Government Strategy Of Social Organization Governance

Since the reform and opening up,the market economy has been embedded in the totality society.The state and the society have begun to separate,releasing “free flowing resources” and creating “free flowing space”,and the public service system which was based on the unit system has gradually collapsed.Meanwhile,with the increase of social problems and the diversification of public service needs,it is difficult for governments to respond to the needs of society.However,rising along with the process of reform,the social forces are playing an important role in Chinese society.How to balance the relationship between the challenges of social organizations and the absorption of social forces to provide public services,has become an important task for the government to transform its functions.In the process of socialization of public services,local governments has formed the social organization governance strategy of the tacit support.The tacit support is the strategic behavior of the government.By grasping the power of tacit and selective empowerment,the government actively transfers the institutional space,shapes the operational boundaries of social organizations,which gives the government the flexibility to grasp the scale and depth of intervention in social organizations,and dominates the development direction of social organizations.In our case,the S city government adopts the strategy of tacit support.First,it actively creates space for the operation of CunXin Charity Association by grasping the tacit of power.Second,it selectively grants CunXin Charity Association and the legality of their service projects through selective empowerment,guide and influence the development of social organizations.These initiatives have fostered social organizations that can comply with government arrangements and cooperate with the government to make up for the shortage of public services.Obviously,the tacit support reflects the pragmatic attitude of the government,which not only supports the development of social organizations,but also more covertly regulates social organizations and their behavior.The emergence of the tacit support by local governments for social organizations has internal logic and growing soil.The intrinsic logic of the tacit support consists of flexible governance required by multiple institutional logic,control and empowerment strategies in the policy structure of multiple preferences,and realistic predicament inmanaging social organizations.The influence of cultural tradition,the change of political situation and the foundation of government’s trust in social organizations constitute the growing soil of the tacit support.Compared with the formal system,the tacit support provides “informal” support for social organizations,which also makes the government more flexible in the management of social organizations.This strategy not only enables social organizations to flexibly embed into the formal public service supply system,but also enables social organizations to play an important role in the supply of public services,while creating autonomous space for social organizations.It helps promote cooperation between government and social organizations and promotes the development of socialization of public services.
