n recentyears,with the invention and putting into use ofemerging technologies such as blockchain,big data,mobile internet,and cloud computing,the era of "Internet+" has arrived.In terms ofgovernment administrationservices,theproblemsofinefficiency,unreasonableresource allocation,andcumbersomeserviceprocessesarecommoninChina.This contradictionbetweentheproblemsinChinaandthepeople'sever-increasing demands for governmentaffairs is increasingly prominent.Government servicesareinurgentneedofreform.OnMarch5,2016,theStateCouncil releasedthe2016“GovernmentWorkReport”andproposed“to vigorously promote'Internet+governmentservices' toachieveinter-departmentaldata sharing,sothatresidentsandenterprisescanrunlesserrands,makelight work,anddonotaddannoyance.”OnMay19,2017,theHunanProvincial People's Government promulgated the “Implementation Plan for Hunan ProvincetospeedinguptheworkofInternet+GovernmentAffairsServices”,actively responding to the thinking ofPremierLiKeqiang and positively planning the layout.On November30,2017,the “Internet+ Government Service”integrationplatform ofHunanProvincewasofficiallyputintotrial operation.Atpresent,432provincial-levelgovernmentserviceitemsthatcan beprocessedonlinearesortedout,ofwhich30 itemscanbebehandled online.Theoverallframeworkoftheservice "onenetwork" isbasicallyformed.However,theplatform isnotyetmature,anditisstillintheexplorationstage,anditneedsfurtherdevelopmentandconstruction.This papertakes Hunan Province's "Internet+ GovernmentService" constructionastheresearchobject.Firstly,thisarticleexplainstherelated conceptsof "Internet+" andgovernmentservice,andexpoundstherelevant theoreticalbasis;Secondly,throughthemethodsofliteraturereview,case studyandcomparativeanalysis,thispaperanalyzesthepresentsituationof theconstructionof "Internet+GovernmentService" inHunanProvince,and summarizestheoutstandingproblems,including:thelow degreeofservice completeness,low online maturity,information sharing and business collaborationtobedeepened,onlineandofflineservicesChannelintegration needstobestrengthened.Thecausesoftheproblemsarealsoanalyzed.Thirdly itanalyzes the practice ofE-governmentconstruction in foreign advancedcountries,representedbytheUnitedStatesandBritain,andthe practiceof "Internet+GovernmentService",whichisrepresentedbyZhejiang ProvinceandJangsuPovince.CombinedwiththeactualsituationofHi r unan Province,theexperienceissummarized.Finally,itexplorethemethodsof improving the construction of "Internet+ GovernmentService" in Hunan Province,mainly include improving the completeness of service mode,improvingtheonlineservicesupplycapacity,promotingtheopeningofdata sharing,integrating the service channels,and promoting the long-term development.
