Research On The Construction Of Smart Management System Based On Social Governance Innovation In Zhongshan District Of Dalian City

With the rapid development of industrialization,marketization and urbanization in China,many problems and contradictions in social governance have become prominent,affecting social harmony and stability,restricting the vitality of social development,and also greatly testing the Party's governance ability and ruling ability.The report of the Nineteenth National Congress of the Communist Party of China pointed out that in the field of strengthening and innovating social governance,we should establish a pattern of social governance of co-construction,co-governance and sharing,and put forward the system construction of social governance,the improvement of the level of “four modernizations” and the strengthening of four systems.Improve the “four modernizations” of social governance,including socialization,legalization,intellectualization and specialization.Among them,improving the level of social governance intellectualization consistent with the reality of the rapid development of information technology and intellectualization in today's era,and is a powerful grasp to create a pattern of social governance of co-construction,co-governance and sharing.To improve the intellectualization level of social governance,it is simply based on the concepts of Internet technology and grid management,aiming at using information technology such as big data,cloud computing and mobile internet,devoting itself to making social governance analysis,service,governance,supervision and feedback more precise,more efficient and more effective,can serve different social groups,manage the public affairs of the state and society and realize revolutionary changes in the way of social governance.Introducing Internet technology is just the means and foundation of social governance innovation.The most important thing is to integrate and improve the government's work concept,work flow,self-construction and service level through Internet technology and thinking,so as to explore a new mode of social governance that meets the requirements of our national conditions and the development of the new era..This paper studies the innovative connotation and development requirements of social governance in China and the necessity of introducing intelligent management platform.Taking Zhongshan District of Dalian as an example,it focuses on the study and analysis of the operation mechanism,characteristics,achievements and shortcomings of the “Yizhili” intelligent management platform.Combining the experience and enlightenment of intelligent management in urban areas in China,try to put forward some suggestions for “Yizhili” intelligent management platform further development from the aspects of the transformation of government functions,the establishment and improvement of working mechanism,and the improvement of personnel's quality and ability.This paper attempts to provide reference by using the intelligent management platform for the grass-roots social governance of cities in China..
