Problems And Countermeasures Of Floating Population Management In Yuyao City,zhejiang Province

With the 40 th anniversary of reform and opening up,with the economic and social transformation and development of China,the number of floating population continues to rise,and a large number of floating populations have flooded into cities,becoming an important supporting force for urban economic structure and industrial structure,and also becoming an organic organization part of urban social structure..In November 2017,the China Mobile Population Development Report 2017 released by the National Health and Family Planning Commission showed that the floating population of China is 245 million.In the future,large-scale population migration will continue to be an important phenomenon in China’s economic and social development.Yuyao City in Zhejiang Province is a county-level city under Ningbo.From the beginning of the 21 st century,a large-scale floating population has poured into Yuyao for production and life.Although a large number of floating populations have played an active role in promoting urban economic construction,they have also brought many negative impacts and practical problems for urban social management.Therefore,strengthening research on the management of floating population and actively promoting social management innovation of floating population have important practical significance for the economic and social development of Yuyao City.This article focuses on the reality of floating population management in Yuyao City,using public management knowledge to carry out case studies,through literature research,quantitative analysis,questionnaire surveys and field research methods.Based on the statistical data,policy documents,research articles of the relevant government functional departments of the Yuyao Municipal Floating Population Management Office and the field discussion conducted by various functional departments,the current situation of the development and management of the floating population in Yuyao City was summarized.From a realistic perspective and an objective perspective,we focus on excavating the existing problems offloating population management in Yuyao City,analyzing the causes of the problems,finally,on the basis of previous studies,using the relevant theories of public management,put forward countermeasures and suggestions for strengthening the management of floating population in Yuyao City.It provides empirical data for further research and development of floating population management strategies in Yuyao City,and also provides an effective reference for the management of floating population in similar county-level cities in Jiangsu and Zhejiang.In accordance with the "current situation investigation-mining problems-looking for a way out" ideas,the author carried out systematic analysis and research,and believes that the current problems in the management of floating population in Yuyao are: the concept of floating population management is biased,the ability of overall coordination is poor,policy formulation and implementation are not in place,the supply of public services is insufficient,the security management problem cannot be solved,the logistics support for management work is insufficient,and social integration is difficult.The reasons for these problems include: the management concept is lagging behind,the reform of the system and mechanism is not thorough enough,the situation of the floating population is complex and diverse,and the social governance innovation is difficult.In response to the above problems,the following suggested countermeasures are proposed: From the implementation of planning,strengthening of quality,and upgrading of services,we will accelerate the transformation of management concepts;Strengthen the management mechanism through the mechanism of “large population”,“big comprehensive management” and “big evaluation”;Improve various laws,regulations and the scientific implementation of policy implementation;From the housing,employment,health care,education,public culture and other efforts to further improve the public service system;Adhere to the crime of combating floating population and strengthen the warning education of floating population;Start with personnel,platform and funding,and fully implement the security work;Relying on "employment selection" and "quality improvement",strengthen the integration of organizations and party organizations,and promote the implementation of social integration projects.Through the above measures,we will comprehensively improve the scientific level of floating population management and embark on a development path that is in line with the actual management of the floating population in Yuyao.
