Study On The Social Organizations To Participate In The Community Governance Based On The View Of Structure And Action

With the continuous adjustment of the China’s economic system and the social structure,the former "unit system" had been disintegrated and community undertakes more functions and leading a variety of new contradictions.Community becomes the focus of national governance.The third plenary session of the 18 th CPC central committee and the 19 th CPC national congress successively put forward the idea of strengthening the construction of social governance system,improving the social governance system concept of party committee leadership,government responsibility,social coordination,public participation and guarantee of the rule of law.As a new social force in the new era,social organizations are becoming the key to China’s social construction and community governance.Therefore,the author’s research on the participation of social organizations in community governance is of special significance to the modernization of China’s national governance system,governance capacity and social construction.This paper discusses the case of "I YOU SHI" participating in the community governance of Ginguanyi Community in Chengdu Municipality,and analyzes the actions taken by the social organization which act as the actor in the community which act as the structure promoting the community governance.So,on the basis of a large number of literature studies,the author overcomes the "process-event" or "structure-system" that scholars only emphasized in the research of grassroots social governance,and uses the framework of "structure-action" interaction to analyze and study this paper.It is concluded that the relationship between the community and the social organization is mainly the relationship between the "structure" and the "action".As the main body of governance in the new period,social organizations have brought good social effects to the community governance.And the same time,we should pay attention to it’s deficiency during the process of governance.Finally,the author put forward to that the state,society,market,individuals and social organizations themselves should work together to assist social organizations to participate in governing community,so that social organizations can more effectively govern community,and promote the modernization of national governance system and governance capacity.This topic is based on the logic and method of case study,trying to explore and analyze the relationship between structure and action in governance and the proposition that both promote the smooth completion of governance in interactive practice.However,in the study,the individual case is only a sample in the vast world,and cannot be a result as a whole.Therefore,it is necessary to make a more in-depth exploration of the research on the participation of social organizations in community governance practice in China under the framework of "structure-action".
