The Practical Reserch Of The Pilot Program On The National Supervisory System Reform In Y,Shan Xi Province

Anti-corruption has always been an everlasting public concern and caused hot discussion for years.Since the 18 th National Congress,while the new leading group of the CPC Central Committee has taken a series of anti-corruption measures and has achieved profound fruit under the lately anti-corruption struggle,it has exposed problems which can be seen from the current situation: decentralized anti-corruption forces,overlapping functions of institutions.The methods to strengthen the restriction and supervision of power,and the better way to promote anti-corruption work in practice have drawn the academic attention during the process.Under the new situation of deepening reform,the state has taken major measures to reform the supervision system and identified three pilot provinces and cities,namely,Beijing,Shanxi and Zhejiang.It is of great significance to further optimize the reform of the national supervision system by investigating and analyzing the whole process of the pilot reform' practice and finding some weaknesses and loopholes in the system,mechanism,operation and implementation of the work.The national supervisory system is an important part of the national political system.The reform of the national supervisory system is a major reform of the supervision of the state power operation.Based on the power supervision and restriction theory,"Whole of Government" theory,and Smith's policy implementation process model,this paper attempts to analyze the effectiveness of the supervision system reform pilot practice in Y city,Shanxi Province.While affirming the achievements of the pilot reform,it also analyzes the problems in the pilot reform practice,such as imperfect personnel integration and assessment mechanism,unsmooth operation between executing agencies in the practice,unreasonable quality structure of personnel involved in the reform,as well as the lack of a good public opinion environment.In view of these problems,the author puts forward some recommendations and suggestions,such as exploring the establishment of the post system of supervisors,establishing an effective mechanism for the connection between discipline and law in the office of the supervisory commission and the commission for discipline inspection,building a high-quality supervision team and creating a good public opinion environment.In the hope that the reform of the national censorship system will be more effective and more scientific and reasonable in playing an important role of supervisory power in the supervisory system reform in the process of the pilot expansion of the regulatory regime.
