Analysis On Problems And Countermeasures Of Safety Protection Of Left-behind Children In Rural Areas

In recent years,frequent safety incidents of left-behind children in rural areas have caused widespread concern in the whole society.The care system for rural left-behind children with family,school,social organization and government as the main body is gradually being established.Then,under the operation of this system,the current situation of the safety management of left-behind children in rural areas will be an urgent problem to be studied.This paper investigates the current situation of rural left-behind children safety management in X counties of Shanxi Province by using interview methods,questionnaire survey methods,case analysis methods and other research methods,and analyzes the safety risks faced by left-behind children in X counties.From the perspective of public management,this paper analyzes the duties and problems of the participating entities in the implementation of the safety management policies for rural left-behind children.Corresponding countermeasures are proposed for the existing problems.First,The current situation of security risks faced by left-behind children in rural areas is mainly: the proportion of knife cuts,burns,and sprains in accidental injuries is high;in the case of malignant cases,the proportion of children fighting and selling left behind is high.Second,There are problems in the implementation of the safety management policies for rural left-behind children: In the aspect of family education and management,the lack of parental custody education function makes the safety of left-behind children in rural areas at high risk;As a disadvantaged group,grandparents or grandparents,who are older and have less security awareness,are unable to perform the custodial education function of rural left-behind children.In terms of school education and management,safety knowledge education has not yet been implemented into action and the scope of safety management system is too broad and poorly operability.In terms of social organization functions,the bad temptations and bad information around the community affect the healthy growth of left-behind children in rural areas.In terms of government supervision and management,government management is not in place,public safety services are insufficiently invested,and legal policies are lacking.Third,The main countermeasures to improve the safety public management of left-behind children in rural areas are: From the perspective of improving the safety management system for left-behind children in rural areas,special legal protection is established;Reforming the household registration system;Supervise social security policies.From the perspective of the responsibility of participating entities in the operation of the system,solve the hidden dangers of rural communities;Exploring the care activities of social organizations;Innovative public safety working mechanism.In short,solving the safety problems of left-behind children in rural areas is conducive to the establishment of effective security protection policy measures and management systems by relevant departments of the Chinese government,improving the safety protection capabilities and levels of relevant government departments,and intervening in rural left-behind children for relevant departments of the Chinese government.The security issue has certain theoretical significance.
