A Study On The Comprehensive Urban Management Enforcement Of Shenzhen

After more than 20 years of development and improvement,the city management law enforcement in Shenzhen has become one of the most important law enforcement teams in urban governance,making significant contributions to the modernization of Shenzhen.Functions and powers of these configurations are key points to deepen reform of the urban management enforcement,considering the Shenzhen urban management is a district-level law enforcement,law enforcement system,therefore,this paper has the universality and particularity of Futian district urban management law enforcement as sample,through literature,empirical and normative research method,analyzing present problems existing in the Futian district urban management law enforcement authority configuration,and brings forward Suggestions on Shenzhen urban management law enforcement authority configuration.The specific content structure is as follows:In the introduction,the significance,research status and research methods of this paper are introduced.The first chapter clarifies the relevant concepts of the allocation of powers for urban management enforcement,introduces the historical background and development of urban management enforcement in Futian district of Shenzhen,and makes a detailed analysis and summary of the basis,scope and current situation of the establishment of authority allocation.The second chapter points out the existing problems of the allocation of law enforcement powers of urban management in Futian district,such as scattered and insufficient evidence,unclear scope of authority,fragmented centralized authority,and mismatch with law enforcement powers,as well as the challenges faced by the modernization of government governance.Chapter 3 proposes the basis of integrating and unifying the allocation of powers of urban management enforcement by analyzing the common problems,further clarifying the principles,standards and scope of the allocation of powers,and improving the allocation of powers of Shenzhen city management enforcement by establishing the adjustment mechanism of powers,legalization of the inter-department coordination mechanism,and refinement of the list of powers and responsibilities.
