Research On The Deficiency And Its Perfection Of The Procuratorial Posts System In China

Since the Third Plenary Session of the 18 th CPC Central Committee,China has gradually promoted the reform of the quota system for the procurator officers throughout the country,and has conducted three pilot projects in many provinces and cities nationwide.In the process of promoting the reform of the post system,many problems have been encountered.In terms of personnel classification management,there is a problem that the distinction between responsibilities is not obvious,the quality of personnel needs to be strengthened,and the assessment is too formal.In the area where the proportion of income is not reasonable,especially in areas with developed economies and large cases,it is obviously unreasonable to use 39% of posts as the upper limit.In the process of credit,it is also not perfect.No matter whether it is a personal report or an examination,it should be further detailed.In terms of the amount of credit,it is basically the condition of the current prosecutor,and the specific rules are still not clear enough.Regarding the prosecutor’s safeguard mechanism,whether it is economic security,personal safety protection or system security,needs to be strengthened.For this reason,the author proposes a number of solutions for the above-mentioned system deficiencies and hopes to provide some suggestions and opinions for the further promotion of the reform of the quota system of the procurator.
