With the further advance of judicial system reform,the prosecutor posts ratio of primary procuratorates in Shanghai had been determined to 34%.However,it is still worth discussing whether the same prosecutor posts ratio can apply to each primary procuratorate because of the different case quantity.This article takes the 32 prosecutors of criminal procuratorial department of Shanghai M-District Procuratorate as the sample,and makes empirical analysis of the relationship between case quantity and prosecutor posts by means of depth interview,questionnaire investigation and data collection.Relying on rich practical experience of prosecutors,this article infers the average time consuming of their core working procedures in each case.Meanwhile,it calculates the annual theoretical work length of the prosecutors basing on the collected objective data,and then obtains the annual theoretical case-handling quantity per prosecutor.Subsequently,it summaries and analyzes the fluctuating trend of the historical total case quantity,and forecasts future case quantity by moving average method,and finally estimates the amount and ratio of prosecutors posts which meet the needs of growing case quantity.The purpose of this article is giving solution strategies on the question of low proportion setting of prosecutors posts in criminal procuratorial department of primary procuratorates currently through the above research,and providing an exploring path of the same questions in other procuratorial business departments or even other various levels of procuratorates.It will further strengthen the achievements of judicial system reform,and promote the reform experience to be replicated and popularized.
