| China is currently in a critical period of reform and opening and Modernization,the administrative law enforcement of the quality and technical supervision is very important in showing the level of government governance,escorting for economic development and enhancing the image of the government.Based on S city’s high economic development level in the region and even the whole country,it’s administrative law enforcement is representative and demonstrative,and can lead to other areas.This paper selected S City Bureau of Quality Supervision’s administrative enforcement as an object.Understanding the policy implementation of S City Bureau of Quality Supervision’s administrative enforcement,analyzing the cause of the problems in S City Bureau of Quality Supervision’s administrative enforcement and usingthe Smith model theory framework could help find ways to promoting the quality of administrative law enforcement.The author combined his daily work experience and theoretical knowledge to form a certain understanding of the poor execution.Through this paper,author will give a analysis and discussion on how to improve the administrative enforcement.This paper is divided into five parts.The first chapter introduces the research background,research significance,literature review,research ideas and research methods.The second chapter introduces the basic concepts and theoretical analysis framework,defines several core concepts and constructs a theoretical framework to ensure the foundation and rigor of the study.The third chapter introduces the current situation and problems in the implementation of S City Bureau of Quality Supervision’s administrative enforcement,and find out the problems of unfair enforcement,inefficient enforcement,absence of law enforcement,lack of innovation in law enforcement and means,and confusion of law enforcement process.The fourth chapter mainly analyzes the main reasons leading to the problems of S City Bureau of Quality Supervision’s administrative enforcement,and analyzes the influencing factors of policy implementation from the aspects of policy formulation,executing agencies,target groups and policy environment.The fifth chapter is based on the problems and reasons of S City Bureau ofQuality Supervision’s administrative enforcement,and puts forward countermeasures to improve S City Bureau of Quality Supervision’s administrative enforcement and even the national quality supervision system. |
