The emergence of the left-behind elderly comes from the dual structure of urban and rural areas,and rural labor force works in cities.The left-behind elderly have the characteristics of low income,low status and lack of security of life.Therefore,the left-behind elderly are the disadvantaged groups in this society.After the emergence of the left-behind elderly group,the local government began to pay attention to the old-age problem of the left-behind elderly.At present,the main way to solve the problem is to promote public pension services in rural areas.However,the needs of the left-behind elderly are diverse and highly dispersed.As a single provider of pension services,the government formulates policies from top to bottom.Therefore,in the provision of pension services,there are some problems,such as supply offside,supply dislocation and so on.The targeted pension services provided are very poor,and the left-behind elderly are not satisfied with the government's pension policy.Although some local governments have proposed that the market and society participate in the supply of old-age care for the left-behind elderly,they lack the corresponding system guarantee and policy support.The market and society lack the motive force for the development of old-age services,and their enthusiasm is not high.The problem of old-age care for the left-behind elderly can not be solved well.In many poor areas,the problem of old-age care for the left-behind elderly leads to social contradictions and even affects social stability.Based on the theory of multi-center governance and according to the law of development,this paper investigates 363 old-age pension status of Left-behind elderly in 15 administrative villages under D town of Xinyi city,and conducts in-depth interviews with cadres and some old-age left-behind people in D town,mainly investigating the current China's pension policy law.The current situation of regulation and implementation,the basic situation of the subjects,the living conditions and demands of the subjects,and the supply of pension services in the investigated areas,etc.Among them,in the survey of the living conditions and needs of the respondents,it mainly includes five aspects:economy,health and hygiene,living environment,life care and spiritual life.In the survey of the supply of old-age services in the investigated areas,it mainly includes the basic situation of old-age security,old-age institutions,sports facilities and community old-age support.Based on the analysis of the survey data on the public pension service for the left-behind elderly,this paper finds that there are some problems in the public pension service at the present stage,such as shortage of supply,low quality of supply service,single content of supply,lack of pertinence of supply,unclear power and responsibility of the supply department and lack of talents in the institutions.Through data analysis and field investigation,it is found that the main reasons for these problems include the preference of public pension services to cities,the unclear role of the government in providing public pensionservices,top-down decision-making mechanism,the asymmetry of power and responsibility of institutions providing public pension services,the solidified pension thinking of rural elderly and the lack of rights awareness of elderly people.Inspired by the multi-center governance theory and the new public management theory,this study analyzed the causes and sought countermeasures,and innovatively put forward the countermeasures to solve the problem of public pension for the left-behind elderly in rural areas.It is to establish a supply model with the participation of the government,society,market and family,so as to improve the supply of public pension services for the left-behind elderly in poor rural areas and meet the needs of the left-behind elderly in poverty-stricken rural areas.Diversified pension needs.In the process of social development,it is conducive to the development of social economy and culture to solve the problem of old-age care for the left-behind elderly in poor areas.With the increasing demand for old-age care for the left-behind elderly in poor areas and the increasing diversification of demand,the multi-center order under the supply of public pension services will be inevitable.Constructing a multi-agent cooperative service model for the elderly left behind is not only the key to solve the problem of the elderly left behind in poor rural areas,but also the only way to improve the level of public pension services in China.
