Under The View Of Public Governance Study On The Mechanism Innovation Of The Trade Union To Safeguard The Rights And Interests Of Migrant Workers

Migrant workers group is a new labor force emerged in the process of reform and opening up,industrialization and urbanization.It is a special interest group in the transition period of China’s economic system and social form.The party and the government have always attached great importance to the problem of migrant workers.A great deal of energy has been devoted to the study and formulation of a series of policies and regulations to protect the legitimate rights and interests of migrant workers.However,in real society,migrant workers still belong to vulnerable groups,and their rights and interests are infringed one after another.Chinese Labor Unions is a mass organization of the working class led by the CPC,is an important social pillar of state power,is the interest representative of the broad members and the maintainer and of the interests of the migrant workers.Trade unions,as the main body responsible for serving migrant workers and safeguarding their legitimate rights and interests,must innovate the institutional mechanisms and methods to safeguard the rights and interests of migrant workers,and faithfully perform the sacred duties entrusted to them by the Party and the people.This article from the perspective of Public Governance,the nature and function of the trade union of talking union between the party and the masses of workers as the bridge and link,how to give full play to its advantages as a mass organization,to innovate the rights protection mechanism,cooperating with government and social forces along with the maintenance of peasant workers’ rights and interests,realize the public goal,safeguarding the public interest.Paper is divided into five parts,as follows.Introduction: the background and significance of the topic,the research status at home and abroad,the research ideas and methods of this paper.The second part: the concept and theory of the rights and interests of migrant workers,including the concept of migrant workers,the basic rights and interests of migrant workers,the safeguarding mechanism of basic rights and interests of migrant workers,public governance theory and the theory of “multicenter governance” theory and so on.The third part: taking Jiangsu Province as an example,analyzes the current situation of the construction of the rights and interests of the migrant workers.In the fourth part,it introduces the problems in the rights protection construction of the migrant workers,and points out the reasons why the trade unions play a difficult part in the rights protection mechanism of the migrant workers.The fifth part: point out the serious consequences of the Union’s failure to safeguard its rights,drawing lessons from Japan,Britain,America and Taiwan for safeguarding workers’ rights and interests.The sixth part puts forward the specific countermeasures and suggestions for the innovation of the trade unions to safeguard the rights and interests of migrant workers,let labor unions provide more unique and irreplaceable public goods,and better safeguard and protect the legitimate rights and interests of migrant workers.
