| China attaches great importance to human rights issues.In order to guarantee the right to life and health of prisoners,the medical services of prisoners are provided free of charge by the state,but in recent years the problems of the system have become increasingly prominent.In2015,Shaanxi Province kicked off the reform of the medical security system for prisoners,and included prisoners into the overall planning of urban and rural residents’ medical insurance system,and began to explore the establishment of a basic medical insurance system that is compatible with prisoners.Based on the sustainable development theory and systematic sustainable development indicator system,and based on the operating mechanism of the basic medical insurance system of prisoners,this paper constructs an analysis system for the sustainable development of basic medical insurance system for prisoners,the sustainable development system of the basic medical insurance system for prisoners includes the system support system,management support system,financial support system and service support system.According to the sustainable development system of the basic medical insurance system for prisoners,this paper sorts out and analyzes the system design,medical insurance management,information management system,fund raising,fund use and management,and medical service of basic medical insurance for prisoners in Shaanxi Province.Through the analysis of the current status of the operation of the basic medical insurance system for prisoners in Shaanxi Province,it is found that the basic medical insurance of prisoners has a low level of system design,low level of management services,low level of information,single fund raising channels,risk of overdrafts in fund use,and low level of medical services in prison hospitals.The existence of the above problems is not conducive to the sustainable development of basic medical insurance for prisoners.At the same time,the increasing moral hazard of prisoners and the unrecognized labor remuneration system of prisoners restrict the sustainable development of the basic medical insurance system for prisoners in Shaanxi Province.Drawing on the medical security system and labor remuneration system of prisoners at home and abroad,this paper believes that in order to ensure the sustainable development of the basic medical insurance system for prisoners in Shaanxi Province,it is necessary to further improve the overall level of medical insurance for prisoners,optimize the financial support system for prisoners and improve the level of medical services for prisoners;at the same time,the prisoners should be included in the overall planning of major illness insurance;in addition,in the system design,the prisoner’s labor remuneration system should be established to ensure the sustainable development of the basic medical insurance system for prisoners. |
