Research On The Goals,Paradox And Reconciliation Of Governmental Governance

Since the 1990 s,governance theory has become one of the important theories of public administration,attracting extensive attention and research from scholars at home and abroad.In recent years,governance theory has become a research hotspot in the field of public administration in China,providing a theoretical basis for public administration practice in China.However,with the further research and development of governance theory,scholars have begun to criticize and reflect on governance theory from different angles due to possible problems in governance theory.On the one hand,western scholars have noticed the hollowness and fuzziness of the concept of‘governance',and realized the series of problems brought about by the ‘social center' tendency and the existence of the phenomenon of‘governance failure'.On the other hand,Chinese scholars have also begun to reflect on the academic non-standardization caused by the abuse of the concept of ‘governance',the ungovernmability problem caused by the internal defects of governance,and the applicability problem of governance theory in China.Re-examining and rethinking governance theory is of great significance not only to the development of governance theory itself,but also to the substantive integration of governance theory with the practice of Chinese governmental governance.In this context,this paper uses the normative analysis method to reflect and study the governance theory from a new perspective of the goal of governmental governance.Firstly,the objectives and evaluation of governmental governance are analyzed.Secondly,it points out the paradox between governmental governance path and goal.Thirdly,based on the meta-governance theory,this paper analyzes how to reconcile the paradox between governance path and goal.Finally,the enlightenment of meta-governance theory to Chinese governmental governance is put forward.This study concludes that the goal of governmental governance is to maximize public interests and improve the efficiency of governance actions,and the corresponding evaluation should be public satisfaction index and efficiency.Governmental governance should pursue a balance between high public satisfaction and high efficiency,that is,ensuring the goal of achieving both public satisfaction and efficient in governance;Governance paths can achieve public satisfaction goals,but it is difficult to achieve efficient goals.There is a paradox between governance path and goal;meta-governance can reconcile the paradox between governance path and goal,that is,to ensure the goal of achieving both public satisfaction and efficient.In order to achieve the goal of governance,Chinese governance reform should be carried out from three aspects:constructing a "one-main-pluralistic" social governance structure,cultivating social forces and improving the ability of government meta-governance.
