Research On Optimization Of Emergency Collaboration Mechanism Between Government And Non-Government Organizations

With the development of risk society and the advancement of social change,the government’s emphasis on emergency management has gradually deepened.In recent years,sudden incidents such as natural disasters and public crises have occurred frequently,challenging the emergency management capabilities of our government at all times,However,the past all-round government model has been unable to adapt to the current emergency management situation,With the transformation of government functions,the transformation of the omnipotent government model,the development of civil society,the strength of NGOs is growing and playing an increasingly important role in social governance,Therefore,the participation of non-governmental organizations in emergency management and government coordination,and the diversification of social governance responsibility has become an inevitable trend of social development.Based on the theory of holistic governance,Firstly,this paper analyzes the current state of cooperation between government and NGOs in the emergency management process through literature analysis,comparative analysis and in-depth interviews.It is found that there is a fragmentation and synergy between the two.Fragments such as fragmentation,collaborative resource fragmentation,and fragmentation of collaborative processes,At the same time,the reasons for the dilemma are: the lack of synergy,the imperfect system,the lag of some operating mechanisms and the insufficient use of information technology;secondly,it summarizes the experience of other countries in the process of emergency management in the process of emergency management,and the enlightenment to the government,including strengthening the sense of synergy,improving the emergency management legal system,signing cooperation agreements,establishing coordination institutions,and establishing information communication.Mechanisms,establishment of funding guarantee mechanisms;Finally,based on the above elaboration,the author puts forward suggestions such as establishing synergy concept,integrating relevant systems,establishing a complete operational mechanism,and strengthening the use of information technology to promote the optimization of emergency coordination mechanism between Chinese government and NGOs.
