Research On "Neighborhood Mutual Assistance" Home-based Old-age Service In Rural Areas

With the arrival of the age of population aging,the old-age problem of the elderly has become a realistic problem in front of people.China's situation—— "not rich before the old" makes the old-age problem of the rural elderly more prominent.Due to the weak economic foundation of rural communities,home-based caring service is a common mode for the elderly.Everywhere is actively exploring the home-based caring service form in order to better serve the elderly As a new type of caring service form,the "neighborhood mutual assistance" home-based caring service has become a useful innovation and exploration in this context.In this paper,I take D village in Shaanxi Province as the research object,I use the method of interviews.First of all,I analyze the background of mutual-aid home-based caring service in village D and I found that elderly association and social organization have played an important roles in promoting home-based caring service in rural areas.Secondly,through the analysis of the practice form of "neighborhood mutual assistance" home-based caring service,it is found that "neighborhood mutual assistance" actually relies on the geographical advantages of the community and provides home-based service for the elderly.It is a service form for the young healthy elderly to provide service for the disabled elderly.It is essentially a service mode of "helping the elderly with the old".On this basis,the paper analyses the advantages and problems of "neighborhood mutual assistance" home-based caring service.As a new type of home-based caring service form,it has advantages with low pension cost,flexible and easy operation,strong sense of belonging for the elderly.At the same time,it also has disadvantages of unbalanced supply and demand,low enthusiasm for participation of the elderly,and difficult guarantee of service quality.The reasons for these problems are lack of stable finance,effective incentive mechanism and professionalism.Finally,I review the practice form and experience of "neighborhood mutual assistance" home-based caring service,I draw three conclusions:firstly,we should pay attention to develop elderly capital;secondly,social organization should actively participate in rural home-based caring service;thirdly,the government needs to intervene moderately finance to develop "neighborhood mutual assistance" home-based caring service in rural areas.Lastly,the paper put forwards three suggestions:establish time bank savings system,the government guarantee funds,introducing Social Work Professionals,hoping that the "neighborhood mutual assistance" home-based caring service in rural areas can be long-term developing.
