Study On The Improvement Of Infant Safety Island Operation Security In A City Children Welfare Institution

The problem of abandoned babies is a common problem in every country in the world.How to correctly solve the problem of abandoned babies is what every country must think about.In 2011,in accordance with the requirements of the ministry of civil affairs of China,child welfare institutions began to popularize the baby safety island nationwide.It is a temporary shelter provided by child welfare institutions for abandoned infants,which reflects the respect and protection of the rights and interests of abandoned infants and the increasing attention of the state to the social welfare of children.With the establishment of baby safety islands around China,the problem of abandoned babies has also attracted extensive discussion in the society.However,for a long time,the welfare of children in China is only one aspect of social welfare,with insufficient financial input,insufficient staffing and no relatively complete theoretical system.As an important part of the social welfare system,how to protect the rights and interests of abandoned babies and provide effective social assistance to abandoned baby groups is an important issue facing China.At the time when child welfare institutions are moving forward,it is urgent to improve the welfare level of orphaned and disabled children and make up the loopholes in the assistance.As one of the earliest welfare institutions for children to set up infant safety islands,a municipal children’s welfare house is the largest and only provincial welfare house to set up safety islands in western China.This paper takes the infant safety island of a city children’s welfare home as an example to study the rescue mode of abandoned infants.Based on the theories of social assistance,social security and child welfare,this paper analyzes the problems of social assistance for abandoned infants,and draws lessons from the experience of abandoned infants in developed countries.City by the method of empirical study,the child welfare agencies in the investigation,this paper expounds the city children’s welfare homes in infants of the difficulties in the operation of the safety island,found problems in the operation of baby safety island,also to the current to the abandoned baby salvage in carried on the thorough analysis of existing problems,puts forward how to strengthen and perfect the baby safety island running security countermeasures and Suggestions.
