Study On Comprehensive Ant I-smuggling Control In Circulat Ion Area Of Dongguan City

Due to geographical location,personnel structure,economic development level and other factors,smuggling activities and trafficking of imported goods without legitimate sources are prominent and long-standing problems in Dongguan.Especially in the field of circulation,illegal activities such as smuggling of automobiles,frozen products,refined oil,electronic products,tobacco and so on continue and remain unchanged,which has caused great harm to the economic and social development of Dongguan and has a negative impact on the image of the government.Over the years,Dongguan Municipal Government and relevant functional departments have taken a series of measures to comprehensively control the smuggling and smuggling activities in the field of circulation,and achieved some results.However,the situation of smuggling is still grim,not optimistic,and the effect is not satisfactory.In the process of governance,there are many practical problems,such as unclear division of departments' functions,insufficient law enforcement force,poor coordination among departments,inadequate administrative supervision,difficult to determine the nature of cases,difficult to deal with seized goods,limited punishment,asymmetric information,difficult to control negative public opinion and so on.How to solve the problems in the comprehensive anti-smuggling control in the circulation field needs to be studied urgently.In accordance with the idea of "raising,analyzing and solving problems",this paper combs the current situation of comprehensive anti-smuggling management in circulation field of Dongguan City in an all-round way by means of literature reading,investigation and case analysis,combines with work practice,carefully finds out and summarizes the predicament of comprehensive anti-smuggling management,from the aspects of system,economic interests,society and region,laws and regulations.Based on the theory of public governance,this paper puts forward six-character breakthroughs of "unification","cooperation","fighting","management","coordination" and "countervailing" from the aspects of how different governance bodies such as government agencies,law enforcement departments,trade associations and social forces participate in the comprehensive anti-smuggling management,hoping to carry out anti-smuggling in Dongguan City.The work of comprehensive governance provides useful reference.
