The Research Of The Homeowners Associations' Capacity Of Self-government Under The Perspective Of Collective Action

Under the big background of community governance,as a community self-organization,the Homeowners Associations play an important role in maintaining the interests of homeowners,whose capacity of self-government is the key element of democratic construction at the grassroots level.This article will divide the homeowners associations' capacity of self-government into three dimensions: the level of homeowners participation,the level of Inter-organizational coordination and the level of internal construction,which means that there is a logic of collective action in three dimensions.In fact,the degree of the homeowners associations' capacity of self-government is determined by community participation and interaction,and it means the diversification and sustainability of collective action.The higher degree of collective action the homeowners associations promote,the stronger capacity of self-government the homeowners associations own.So,by using the theory of collective action,referring to the existing study about the framework of collective action and in allusion to the actual situation of autonomous normalization of the homeowners associations,this article proposes the “Social Capital-Mobilization Structure-Institutional Regulation” analysis framework for promoting the collective action of the main subjects of the community,which means that social capital is the internal drive of the generation of the collective action,mobilization structure is the external impetus of the generation of the collective action,and institutional regulation is the core guarantee of the of the sustainability of the collective action.This paper takes the Shanghai MZ Homeowners Association as the research object,and investigates the strength of capacity of self-government the homeowners association owns from the perspective of collective action it promotes.Then,summarize the six key elements of the autonomous capacity of MZ Homeowners Association: Powerful Leaders,Resource Utilization,Decision-making Democracy,Information Opening,Effective Supervision and Institutional Construction.Finally depending on the MZ experience,this paper will extend and propose the promotion paths of the optimization of the capacity of self-government the homeowners association owns: “Improve the internal construction level of the Homeowners Associations”,“Enhance the owner's autonomy consciousness” and “Optimize public relations of the Homeowners Associations”.
