Civil servant performance appraisal is an important means of civil servant management.It is a qualitative and quantitative fact evaluation and value evaluation conducted by administrative organs according to relevant laws,regulations and administrative authority,and in accordance with certain standards,procedures and methods for civil servants to perform post duties and complete work tasks.At present,with the continuous revision and improvement of relevant laws and regulations such as "civil servant law" and "civil servant assessment regulations(trial)",China has initially formed a set of methods for civil servant performance assessment.However,in the specific practice process,the implementation method of civil servant performance assessment has been unable to keep up with the current economic and social development,and a series of problems have emerged,such as one-sis-fits-all assessment,formalization,lack of pertinence of assessment indicators,and insufficient incentive effect of assessment.Therefore,it is urgent to improve the performance appraisal system of civil servants,innovate the way and method of performance appraisal,classify the appraisal,and formulate a performance appraisal scheme in line with the actual situation of civil servants in the safety supervision system.As a representative institution of the national safety supervision system,H municipal W bureau adopted paperless network assessment earlier in the performance assessment of its civil servants.Since 2003,the quantitative assessment system has been upgraded and adjusted for many times,and a set of assessment methods with local characteristics has been preliminarily formed.H city W bureau is an administrative unit at the department level.There are both administrative personnel and law enforcement personnel inside the unit,and there are also common problems of fewer young civil servants,old cadres and aging of the city's municipal organs.Therefore,this paper takes H city W bureau as the research object.This paper puts forward Suggestions for W H city bureau performance appraisal method,this paper borrows the 360 degree appraisal theory,KPI assessment theory and public goods theory,the use of literature research,comparative research and quantitative analysis and qualitative analysis combining research methods,research and analysis of the W H city bureau of performance evaluation methods of present situation and the existing problems and points out the cause of the problem;Then introduce the domestic and foreign civil servant performance appraisal advanced experience,and carry on the analysis research to it;Finally,corresponding improvement measures are proposed for the performance appraisal method of H W bureau,so as to promote the solid and effective implementation of the performance appraisal of civil servants in the safety supervision system of H W bureau.
