Study On The Governance Of Rural "Mark Six Lottery" Problem In Rural Areas

In recent years,many rural areas in China have experienced the phenomenon of“development paradox”: in recent years,although rural society has witnessed the improvement of rural appearance and the improvement of people's living standards,there are also some governance crises.The common problems in the rural areas in the process of modernization also have the special problems of the rural society in China.For example,in the rural areas of China,the phenomenon of underground “Mark Six Lottery” gambling has been repeated for 20 years.The underground “Mark Six Lottery” gambling activity has been a problem for many years in rural areas of China and has had a tremendous impact on rural economic and social development.The underground “Mark Six Lottery” has strong vitality and penetration in rural areas and is still prevalent under the long-term impact of the government.In order to gain a deeper understanding of the rural “Mark six Lottery” governance problem,the author used the field survey method to collect materials from the Y village in Chaozhou City,and grasped the background and existing conditions of the underground “Mark Six Lottery” in Y Village,and analyzed the underground “Mark six Lottery” in rural areas.Basic characteristics,to understand the huge impact of the underground “Mark six Lottery” on rural areas: First,the loss of a large amount of funds;Second,the public security in rural areas;Third,the impact on rural values;Fourth,the impact on young people.Through the analysis of rural underground Mark Six Lottery,in the process of underground “Mark six Lottery” in rural areas,there are problems such as insufficient coordination ability of grassroots government,unclear power of village self-government organizations,imperfect social organization coordination mechanism and low participation of villagers.The underground “Mark six Lottery” still has a lot of living space.From the perspective of collaborative governance,this paper proposes to construct a cooperative mechanism for rural underground “Mark six Lottery”: first,to improve the ability of rural grass-roots government to coordinate governance,diversify governance and improve governance;second,to build a multi-functional coordination mechanism and supervision mechanism Improve the cooperative operation guarantee mechanism,establish a cooperation mechanism between village-level organizations,improve the operational mechanism of social organizations,and improve the supervision mechanism of collaborative governance;the third is to reshape the cooperative relationship with villagers.In addition,it is essential to ban the underground “Mark six Lottery” in essence,not only to “hit” but also to “sparse”,to vigorously develop the rural economy and broaden the peasants' way to become rich.In addition,from integrating the existing capital of the local society,relying on The clan culture and the power of the township,enriching the cultural life,reconstructing the traditional value system,etc,guided the villagers to consciously resist the “buy code” behavior.
