Under this mode of sale, lottery sellers get rid of geographical limitations of entities shops, and turn lottery sale away from offline into online sale which provides convenient, fast and efficient service for lottery-holders through internet or mobile phone app. Besides, this new mode of lottery sale offers a new channel for raising public welfare fund of lottery in China.For a long time, lottery tends to be sold in entity stores in China, under which the sales and management are monopolized by government, and the management focuses on the administrative regulations and orders. With the emergence of online sale of lottery, the traditional supervision rules and methods are not able to bring about positive effect. Due to the absence of supervision method, online sale of lottery showed an unhealthy development pattern and explosive growth, which violates the monopolized interests of the country. The research on the supervision and regulation to the online sale of lottery can benefit its orderly development and will have good impact on raising public welfare fund.This thesis is going to research on the the new model of online sale of lottery and seeking for realistic ways of supervision and regulation, aiming at supplementing the inadequacy in the management of the current online sale of lottery and studying the system conflict behind it. Therefore, a better system plan will be sought out for supervising and regulating the online sale of lottery.This thesis intends to study the system of supervision and regulation on online sale of lottery from the following five aspects:Chapter one is the introduction part in which the issue on the the system of supervision and regulation on online sale of lottery is brought about. The literature review on the researches at home and abroad is described. Besides, it summaries thefocuses and suggestions on the supervision and regulation of online sale of lottery from the experts and scholars both at home and abroad as well as introduces the methods and aim of the research.Chapter two investigates the policy and the present conditions of supervising and regulating online sale of lottery. including the qualification of the websites selling lottery, the management of lottery sale, and the approach of managing capital. The researches on the issues will help to get familiar with the current situation of the online sale of lottery.Chapter three analyzes the present system and requirements of supervision and regulation on online sale of lottery and problems lying in the supervision and regulation system are pointed out.Chapter four brings about the concept of supervising and regulating online sale of lottery with applying the practical experience and relevant theories. The concept covers the following four aspects:the investigation and approval of management, sale management, capital management and the guidance to the behavior of lottery-buyers. The concept is hoped to make some contribution to guaranteeing the development of the system for online sale of lottery.Chapter five concludes the research on the system of supervision and regulation of online sale of lottery, meanwhile the author of the thesis envisions a bright future for the new mode of lottery selling—online sale of lottery. |
