Financial exclusion refers to the part of the social groups,due to various reasons is hard to access to basic financial services into the formal financial system,it is the opposite of financial,and is essentially a manifestation of social exclusion in the financial sector,with increasing poverty and regional development imbalances,affect social stability and other negative effects.Therefore,it is both a financial problem and a social problem,and it is one of the problems that the government needs to govern.This article from the penetration of financial services,using degrees,utility and tolerance four dimensions investigates the status quo of the rural financial exclusion Yangjiang,and found rural financial exclusion phenomenon is obvious,and analyses the measures of Yangjiang local governance of financial exclusion and the influence factors of restricting its governance effect,found that the current governance patterns to effectively integrate the functions of different departments,"fragmentation" governance,and lack of social forces to participate in,cause the policy supply and social demand do not match,to integrity management thinking to improve financial exclusion management countermeasures and Suggestions are put forward.The structure of this paper is divided into four parts: the first part includes the first and second chapters,mainly expounds the background and research significance of the problem,the research status at home and abroad,as well as the definition of related concepts,the theoretical basis of the paper analysis;The second part is chapter three,which focuses on the analysis of the current situation of rural financial exclusion in Yangjiang city,introduces the development of rural financial exclusion in Yangjiang city.The third part is the fourth and fifth chapters,which sort out the influence of rural financial exclusion in Yangjiang city and existing measures of local government to control financial exclusion,and analyzes the influencing factors of rural financial exclusion in Yangjiang city.The fourth part includes chapter 6 and chapter 7,which introduces the experience of foreign governance of financial exclusion,and proposes governance policy Suggestions.
