Research On The Construction Of Community Service-oriented Party Organizations In Cities

The construction of community service-oriented Party organizations in cities is the self-adjustment of the Communist Party of China to adapt to social changes.From the perspective of Party building,it is a significant transformation of the idea of grass-roots party construction and the functions of grass-roots party organizations;and adapts to the growing needs of the public for a better life and the requirements of building service-oriented party,therefor helps to consolidate the ruling of the Party.From the perspective of grass-roots social governance,it is the adjustment of the way the Party leads grass-roots society,and the main driving force of community governance under the condition of insufficient social capital and social participation.The paper combines theoretical research with empirical research.Firstly,The paper clarifies the related concepts of the construction of community service-oriented Party organizations,combs the history of the changes in the construction of grass-roots Party in cities,and expounds the significance of the construction of it.Then,the paper takes the construction of service-oriented Party organizations in Z district as an example to describe the practice situation of it and conducts performance analysis.The research finds that community service-oriented Party organizations in Z District mainly focus on six aspects:improving organizational system,enhancing the main force of service,establishing co-construction mechanism,expanding service content,promoting institutional construction and strengthening material security;and has achieved the following results:effectively improving service quality and enhancing residents' sense of gaining,improving the style of work of Party cadres and consolidating the party's foundation,strengthening the Party's leading role and stimulating the vitality of community governance.At the same time,For local party building policy is not suitable for community conditions,and the overall quality of Party cadres,decision-making andsupervision methods do not timely adapt to the change of the functions of community party organizations,there are problems of organization and mechanism vacancy,service dislocation,selective service and insufficient service spillover effect.Finally,on the basis of summarizing the experience and shortcomings of Z district,the paper puts forward the optimization path of the construction of it,which mainly includes improving the adaptability of Party Construction policy,clarifying the role of community party organization,promoting the selection and management of cadres,improving service decision-making mechanism,optimizing supervision and evaluation mechanism,to improve the effectiveness of community party organization service.
