The Research On The Community Service-oriented Party Organization Construction

The 18 th CPC National Congress put forward the strategic task of service-oriented political parties, and community service-oriented party building is an important part of building a service-oriented political party. The report pointed out that "serve the masses and do masses’ work as the main task in order to strengthen grass-roots party organizations and services," which indicates the direction of strengthening the community service-oriented party construction. Recent years, people carried out some exploration on the path of community service-oriented party organization construction. That has made some achievements, while compared with the realization of the construction and the new expectations of the scientific party from the masses, there are still some gaps. This article attempts to make depth discussions on path of party community service construction, in order to provide help in the theory and practice of strengthening party community service construction.This paper consists of three parts: introduction, body and conclusion.Introduction section, firstly introduces the theoretical and practical significance of the topic. Secondly, analysis the current research on party community services construction. Thirdly, summarize the emphasis, problems as well as innovations of this study.Body part is divided into four chapters:The first chapter discusses the basic theory of party community service. At first, lists the basic connotations of party community service construction, the main characteristics, and criteria. Then define the functions and target tasks of community service.The second chapter analyzes the main obstacles of community service party organizations, which respectively from concepts, organizations, material support, and institutional mechanisms.The third chapter provides an overview of several typical patterns of party community service. Firstly introduce the typical patterns of foreign political party community services, such as the Singapore People’s Action Party, the Cuban Communist Party and the German Christian Social Union party. Secondly introduce the domestic five typical patterns, such as Wuhan Baibuting community business-oriented model, Shanghai Pudong New area volunteers participatory model, Chongqing Wanzhou district independent-developed model, Guizhou Jinshan community urban&rural developed model and Beijing Dongcheng district innovative service management model. It is in order to provide diversified reference for the serve-oriented community party building under different environments and contexts.The fourth chapter discusses the path of party community service construction. It includes four aspects of party community service construction: conception security, organization of human security, financial substance, and institutional mechanisms.
