On November 29,2015,the 21stt conference of the parties of the United Nations Framework Convention on Climate Change was held in Paris,France.After nearly half a month of negotiations and consultations,on 12thh the next month,the parties finally reached consensus on the content of the Paris Climate Conference,the outcome of the conference was mainly presented in the Paris Agreement with international legal force.On April 22nd,2016,at the UN headquarters,a total of 175 countries participated in the general assembly and jointly signed the Paris Agreement,laying a legal foundation for future global actions to reduce emissions and tackle the climate change crisis,conveying the attention of all countries and even all mankind to the climate change and the determination of saving energy and reducing emissions,spreading the call and appeal of the weak to every corner,and fully realizing the impact and challenge of climate change.In the Paris Agreement,the model of the Intended Nationally Determined contributions to emission reduction was legally confirmed,and the overall framework of the post-2020 global climate change system was established,the emission reduction mechanism based on“the Intended Nationally Determined contributions”was clarified,thus effectively avoiding institutional crisis of international climate cooperation in recent years.In the introduction,the research status of the intended nationally determined contributions system in the Paris agreement at home and abroad is elaborated,and the views of some domestic and foreign scholars on the Paris Agreement and the intended nationally determined contributions system are listed.In of the first chapter,the signing of the Paris Agreement is introduced through the three most important global climate change conferences,which are connected by the development and transfer of finance and technologies between developed and developing countries,and at the same time,the main content of the Paris Agreement is specified,highlighting the“performance standards”and“performance models”through focusing on the two core concepts:mitigation and adaptation.The second chapter analyzes the impact of the signing of the Paris Agreement in the future response and governance of climate change in the world,and evaluates the national independent contribution system in the Paris Agreement from the dual advantages of advantages and disadvantages.In the third chapter,this paper lists the practice of the intended nationally determined contributions system in developed countries including Germany,Britain and Japan and developing countries represented by India and Brazil.In the last chapter,the content and international effects of China’s Intended Nationally Determined contributions are described in detail,and corresponding countermeasures are put forward based on the challenges faced by China in climate change mitigation,In other words,China should learn from the legislative measures adopted by typical countries and regions to mitigate climate change and strive to build a low-carbon and efficient modern energy system.In addition,the internalization of the Paris agreement into domestic legislation should be accelerated,and China should actively participate in global climate governance and the construction of an international legal system.
