The Study On The Evolution Of Social Assistance For Homelessness In The UK And Its Implication For China

Homelessness has been widespread in the dark corners of cities all the time throughout history and throughout the countries.With the continuous development of the economy and civilization in the world,this phenomenon has attracted general attention of governments.Under the structure of contemporary social security system,there are some projects aimed at this group of people to provide social assistance.The United Kingdom,as the very first welfare state,has a long history of homelessness assistance.Based on the abundant practice of homelessness assistance,British scholars carried out deep and various researches in terms of cause,case and policy.This dissertation would like to untangle how scholars and government in UK did researches about the phenomenon of homelessness and how they improved relevant assistance system.In the view of these analysis,I hope to look for useful lessons,to open up a new horizon from a different view,and to explore new ideas for the development of relevant researches,assistance projects and even the whole social security system in China.This dissertation would adopt the research methods of documentation,qualitative analysis and comparative analysis.Firstly,I would summarise the general situation of the study on homelessness in UK from the view of study view,study method and cause analysis.The two key theories in theory and practice study,Social Exclusion and Governance,would be attached great importance.Then,the historical evolution of homelessness policy and law in UK after the Second World War would be analysed.The homelessness laws,housing policies and rough sleeper projects would be given more attention.At the same time,I would conclude two distinct characteristics of homelessness assistance in UK: a comprehensive assistance system based on individual development-oriented and a network governace method.Finally,on the basis of the current situation of China's homelessness assistance and lessons mentioned above,the enlighment for China's theory and pratice would be delivered.The study objective in this dissertation is relatively new.This dissertation could introduce new information for the study of comtemporary homelessness assistance theory and pratice in UK and provide new ideas for perfecting homelessness assistance in the new era in China,which have certain pratical significance.
