Research On Land Law Enforcement Supervision In Wuzhong City Of Ningxia From The Perspective Of Post-New Public Management

Land resource is a key factor influencing the development of productive forces and production relations.And it is also a solid foundation for the ecological civilization construction.In China,the ratio between the available land resources and the population growth has seriously exceeded the normal range for the past few years.Furthermore,the per capita cultivated land area has been decreasing year by year,which has adverse effects on food security.Therefore,the protection of land resources and the maintenance of arable land area and basic farmland area are the basic guarantee of food security as well as the foundation of the existence of Chinese.A complete system,from land use control to land law enforcement supervision,should be made to protect the land resources,through which the red line of protection of 1.8 billion mu of basic farmland is not broken and food security is always guaranteed.There are lots of problems in the land law enforcement and supervision in Ningxia,including the imperfection of land resources laws and regulations,the lack of specific joint law enforcement mechanism,the weak force of law enforcement team,and the weak legal consciousness of the masses.Wuzhong,for its institutional reform and pilot implementation of comprehensive law enforcement,has more problems in land law enforcement and supervision.In addition to the common problems mentioned above,there are some special situations in Wuzhong,such as unreasonable division of responsibilities between comprehensive law enforcement departments of natural resources and comprehensive law enforcement departments,weak cohesion of the basis of law enforcement of natural resources and land,lack of conversion of public legal consciousness after institutional reform,and the construction of the post-law enforcement team lagging behind after institutional reform.Based on the whole government theory and network governance theory of post-new public management theory,the author,as a land law enforcement supervisor,takes literature analysis and investigation research as research methods to analyze the main reasons for the above problems:imperfect supporting mechanism of comprehensive law enforcement reform,lagging revision of natural resources law and policy,lagging propaganda of land law after institutional reform,and the weaking construction of comprehensive law enforcement team.On the basis of the analysis of the reasons,the author puts forward four measures to improve the land law enforcement supervision mechanism in Wuzhong,Ningxia,to promote the efficiency of land law enforcement,and drive the modernization of the national management system and governance skills.Firstly,the operation mechanism of comprehensive law enforcement should be improved.Secondly,a sound legal system of natural resources should be perfected.Thirdly,the law popularization methods should be networked.Last t but not least,the construction of law enforcement team should be advanced.
