| Villages and towns are the most grass-roots government units in China.Township cadres directly face the rural areas,farmers,the implementation of the Party’s principles and policies,rural economic development is inseparable from township cadres.In the report of the 19 th CPC National Congress,General Secretary Xi Jinping clearly put forward the major strategy of rural revitalization.The main position of rural revitalization lies in the grass-roots township cadres.Since the 18 th CPC National Congress,party and state leaders,represented by General Secretary Xi Jinping,have repeatedly given important instructions on building the contingent of township cadres.In the new era,new mission and new task,the Central Committee attaches great importance to the "three rural issues" and the decisive battle against poverty,and in the new period of extensive reform of the rural property rights system,with the transformation of the functions of the township governments,Farmers’ needs gradually become diversified,highly standardized,the strong contingent of township cadres and the promotion of their working ability are all affecting the overall development of the new countryside,affecting the well-off life of millions of peasants,and the construction of this contingent of township cadres.Directly related to the Party’s agricultural and rural work,Poverty alleviation task,rural system reform and other work can be successfully completed.The working ability and present situation of township cadres are directly related to the effective exertion of grass-roots government functions,especially in less developed areas.But at present,the present situation of the construction of township cadres is not satisfactory,and there are still various problems in the construction of township cadres.These problems reflect our human resources from different aspects.There are still some urgent problems to be solved in the incentive system and the construction of township cadres in our country.It is urgent to improve the quality of township cadres,strengthen the construction of township cadres,and fully mobilize the working enthusiasm of township cadres.General Secretary Xi Jinping also stressed that "great struggle,great cause,need high-quality cadres," so it is particularly important to establish a contingent of township cadres with high quality,high ability,ability to handle the work,and manage it well.In this paper,the township cadres in M Town,F County,Lvliang City,the underdeveloped area,are selected as the object of study.Through the methods of case study,field interview and so on,the relevant knowledge,theory and literature of public administration are used comprehensively.This paper enumerates the problems existing in the construction of the contingent of township cadres in the underdeveloped areas,analyzes the causes of the problems,and puts forward some suggestions and suggestions.The research contents of this paper are divided into three parts.The first part is the introduction,briefly introduces the purpose of the study,background and the basic situation of the case M town,and analyzes the basic structure of cadres in M town and the main methods of cadre team construction.The second part focuses on the problems in the construction of the cadre ranks in M town,such as unreasonable personnel configuration,unstable cadre ranks,job burnout and difficulty in promotion,and from the aspects of work pressure,channels for selecting and employing personnel,and encouraging and examining the system,the author points out that there are six problems in the construction of the cadre ranks in M town.The reason of the problem is analyzed in the aspects of ideal and belief.The third part,through comprehensive analysis,puts forward some countermeasures to strengthen the construction of township cadres,such as optimizing personnel allocation,innovating education,strengthening incentive guarantee and so on. |
