military and civilian integration has become a national strategy and started a new journey of coordinated development of economic construction and national defense construction,bringing unprecedented development opportunities to hengyang.Hengyang,as a major military city,has the advantages of military industry with a long history,solid foundation and strong technical force of talents.It firmly grasps the policy opportunities and takes the development of civil-military integration as the breakthrough point,which will effectively supplement the "short board" of hengyang industrial economy and boost the economic and social development of the whole city.Hengyang baisha green island civil-military integration in the industrial park to hengyang municipal party committee,municipal government in 2017 and nuclear group depth cooperation,jointly create national military and civilian integration industry demonstration zone,the 272 uranium nuclear industry park to play a leading role,in accordance with the "one base,two area" development and construction,respectively to build nuclear industry intensive development center and public services,initially formed in the nuclear industry,intelligent manufacturing,photoelectric information,new materials,new energy industry as the leading industry's overall pattern.At present,baisha green island military and civilian integration industrial park is still an initial prototype,with various mechanisms,systems and supporting facilities not yet complete,and a series of problems exist in its development.Based on the civil-military integration,strategic research theory,strategic management theory,industrial cluster and other relevant theories,this paper studies the development strategy of baisha green island industrial park.Through analyzing the advantages and disadvantages of industrial park,as well as the opportunities and challenges,establish the SWOT matrix,the system was studied for the industrial park's development strategy and planning,put forward the development goals,strategic positioning,development priorities and industrial layout and so on,finally points out that the green island baisha industrial park should be to strengthen the scientific planning,fully rely on the government regulation and control,reasonable operation mode and the public service platform construction for strategy implementation,completes the policies and measures to set,promote independent innovation,strengthening personnel training,and improve the level of park management strategic safeguard measures,such as promoting industrial park development.
