This is concise expression to summarize the problems of agriculture,areas and famers.Samuel Huntington said:"If the Chinese rural instability is unstable";Building a rural area is an important issue.As the most basic level in the national political system,the township government is a direct participant in the governance and service of rural society.It is the link connecting the country and the village,and is an important force in solving the problems of agriculture,rural areas and farmers.As the most basic regime of the national government system,township government plays an important role.It has a task-centered wo'rking mechanism,a bureaucratic organizational form,and a gridded governance.The structure allows the township government to be embedded in the rural society and demonstrates efficient and powerful action;it breaks the position of the academic community for the township government to be "suspended regime",and "dependent regime"."Embedded governance”is the process,which the governance subject enters other entities through certain mechanisms.Through the actual investigation,it is found that Township government embedded in rural society.From the practice point of view,the township government is embedded in the countryside in order to complete the tasks assigned by the state.Therefore,this paper focuses on the problem of township government's participation in rural governance under the task.In addition this paper constructs the analytical framework of embedded governance,and analyzes how the township government can achieve embedded governance of rural society from four aspects:subject embedding.system embedding,structure embedding and relationship embedding.Under the strategy of rural revitalization,how to define the role of the township government.Inspiring the vitality of township governments to promote rural development.
