Exploration On The Sustainable Development Of China's Gender Budget

Gender budgeting incorporates gender consciousness into the government budgeting process and focuses on issues about gender sensitivity in public revenue and expenditure and making responses.It is of great practical significance and application value in promoting gender equality,improving financial fund efficiency and advancing equality in public services.Currently,the establishment of gender evaluation criteria in formulating public policy and the further deepening of budget control system pursuing gender equality have provided a rare opportunity for China to implement gender budgeting.However,in China although progress has been made in gender budgeting,its sustainability still seems dubious.How to resolve the conflicts between the long-term system construction of gender budgeting and short-term reform results,the limitations of the ability to implement gender budgeting projects and the imbalance between related subjects and projects,and to further promote its sustainable development,have become the focus of practical and theoretical studies.By using comparative research method,this thesis takes Zhangjiakou,Jiaozuo and Wenling,where gender budgeting has been piloted,as examples to analyze their achievements and difficulties,and discusses the factors restraining the sustainable development of gender budgeting in China.This research shows that,in addition to reasons such as the lack of gender awareness,and analytical tools and implementation framework for gender budgeting,the “single agent” model widely adopted in practice is also one of the important factors contributing to low sustainability and the difficulties in promoting gender budgeting.This thesis discusses the gender budgeting reform in China from the perspective ofcooperative governance.Based on the experience accumulated in pilot schemes and by drawing and absorbing successful international experience—the cooperative gender budgeting in South Africa,it provides a new path for our country to conduct sustainable gender budgeting.South Africa's long lasting,integrated,diversified and influential gender budgeting serves as a typical example.Among all the reasons,the cooperative model has been the key.Specifically,the operation logic of South Africa's cooperative gender budgeting mainly displays the diversification of its acting subjects;the consistency of its goal;the cooperativeness of its action and flexibility of its action structure.In dealing with the predicament facing China's gender budgeting,it provides inspirations for our “single agent” model.Cooperative government can also be introduced to China in promoting the sustainable development of gender budgeting and based on building consensus on gender mainstreaming,to decompose the center-margin structure,forming a diversified cooperative mechanism,based on which,the gender budgeting system is to be constructed.
