Local Social Problems And Treatment In Jiangxi In The Middle Qing Dynasty

The Xijiang Inspection Chronicle is a compilation of various articles submitted,processed and published by Ling Xi as Jiangxi Inspection Envoy in the past ten years.It was published in the eighth year of Qianlong(1743).The source of historical materials used in this paper is the Renewal of the Four Repositories,published by Shanghai Ancient Books Society in 1996.Department of History: Political Books,Volume 882.There are five volumes of Xijiang Shifu Chronicle,which are solo,detailed discussion,literary commentary,dogmatic doctrine and an additional volume,totaling 194 articles.This book is rich in content.It records the problems and crimes related to economy,public order,social bad habits and so on that appeared in Jiangxi local society in the middle of Qing Dynasty.In order to solve these problems,Jiangxi implemented a series of measures and promulgated a series of decrees by Ling Qi,the procuratorial envoy.Through these decrees,we can observe various problems in Jiangxi local society in the middle of Qing Dynasty,the causes of various crimes,and how these problems were solved.Xijiang Shiqu Chronicle is a rare literature on local governance in Jiangxi Province,which has high research value,especially the relevant historical records of law,providing an important historical basis for our study of the implementation of local social law in Jiangxi.This paper is mainly divided into four parts to discuss the central idea.The first part is about the emergence of social problems in Jiangxi local society in the mid-Qing Dynasty,mainly reflected in three aspects: economy,public security and vulgar customs.In this chapter,the causes and specific situations of various problems are summarized.In the second part,Ling Xu,as an inspector,promulgated a series of decrees and implemented a series of decrees in accordance with imperial decrees and social investigation.Measures to govern and improve,through the study of specific decrees to understand the government's governance of local social problems in Jiangxi;the last part is the prevention system of social problems.After reading the full text of "Xijiang Shiqu Chronicle",it is found that the governance and prevention of local social problems in Jiangxi in the mid-Qing Dynasty mainly relied on the implementation of Baojia system,ethnic justice system and township treaty system to ease or solve them.Finally,through these three main local governance systems,the paper explores their reference significance to the rule of law in today's local societyin China.
