Abstract/Summary:
Qing dynasty is the latest dynasty of the imperial of China.It is also a critical dynasty for political transform from ancient political system to modern times.The local political systems and activities of administration of Qing were not only full of traditional features,but also labelled with modern features resulting from various internal changes and external shocks.From the historical perspective,the research on the process of administration of local governments of Qing provides constructive and rich experiences for local governments to improve contemporary administrative practices.It indicates that how local governments of Qing to encourage political participation,to reinforce supervision and regulation,and to improve effectiveness and efficiency of administration serves as an useful experience for contemporary local governments.This paper focuses on administration process of local governments of Qing.Also,it aims to analyze local governments of Qing from a dynamic management perspective.The theory relevant to local governments and management process will be used to analyze administration process of the local governments.Based on administrative decision-making,this paper pays attention to the one who participates in decision-making and implementation and supervision and regulation.Moreover,it centers on what the outcomes of the administrative activities of the local governments.By discussing the whole process,it will make deep investigation on its meaning to modern administration from the apsects of political participation and political control.Accordingly,it can provide useful information for contemporary local governments to improve their performance.
