| General Secretary Xi Jinping has clearly stated: "Preventing inter-generational transmission of poverty is a major event that is co nducive to the present and benefits." Urban subsistence allowances are an important part of urban residents.They are disadvantaged in terms of life,education,employment,income and health,leading to the lack of viable capacity for family rights and opportunities,hindering the realization of substantive freedom and the comprehensiveness of family members.Development,especially hindering the future development of young people in low-income families,with the intensification of the rich and the poor in urban development,the phenomenon of inter-generational transmission of poverty has been created,and the “Matthew effect” of the rich and the poor is strengthened..By analyzing the current situation of low-income families in L community,discussing the problems,causes and countermeasures of inter-generational inter-generational transmission,and improving the policy system related to low-income families,it is of certain significance to improve the viability of low-income families and thus block the inter-generational transmission of poverty.The thesis consists of five parts.The first part,the introduction.This paper discusses the background and basis of the topic,the purpose and significance of the research,and the research status at home and abroad.It also includes the research methods and innovations of this paper.The second part,the definition of relevant concepts and theoretical connotations.Defining the concepts of urban poverty,inter-generational transmission of poverty and urban low-income families,the feasibility of Amartya Sen and the interpretation of five instrumental freedoms.The third part is about the status quo of low-income families and the inter-generational transmission of poverty in the L community in Shandong Province.Firstly,it introduces the current situation of the subsistence allowance families and the measurement indicators of inter-generational inter-generational transmission.Secondly,it expounds the problems of the L community low-income families,such as low participation of low-income families,low living standards,low education level,low information acquisition and anti-risk ability.Weak and so on.The fourth part analyzes the causes of inter-generational inter-generational transmission problems in low-income families in L community.From the perspective of feasible ability,the reasons are analyzed from the aspects of insufficient development rights,incomplete economic behavior,uneven social opportunities,insufficient information transparency and unhealthy security system arrangements.The fifth part is the public policy choice of the inter-generational poverty transfer governance of urban low-income families.Intervening the inter-generational transmission of poverty by expanding the rights of low-income families to develop,strengthening the economic behavior of low-income families,promoting social opportunities for low-income families,giving play to the community’s information service functions,and improving the social security of low-income families.Using the literature research method and interview method,under the premise of investigating the low-income families in the L community,the paper comprehensively blocks the countermeasures of poverty-stricken inter-generational transmission in low-income families,and then forms a unified policy system through the government and the third department.The joint efforts of the community and family members have formed a multi-faceted combination of poverty alleviation.Under the guidance of the theory of feasible ability,exploring multi-channel poverty alleviation methods and helping low-income families to block inter-generational inter-generational transmission is of great significance to promoting urban stability and development. |
