A Study Of Poverty Alleviation Programmes In The Mekong River Sub-region Under The Framework Of Lancang-Mekong Cooperation Mechanism

The poverty in Southeast Asia has been a serious issue for a long time,impeding the sustainable development of countries in this region and even ASEAN.Due to the long-standing colonial history and the late emergence of territorial and sovereignty,in Southeast Asia,the progress of nation-state construction is different and poor condition of nation-state construction in some countries is hindering the level of the economic development and urbanization in the whole region.Especially in the Indo-China peninsula,for the countries located in the Mekong River Basin,the level of social and economic development is significantly behind.Cambodia,Laos and Myanmar are recognized by the United Nations as the least developed countries in the world.The urban and rural areas of Vietnam and Thailand are unevenly developed with large poor population.Due to the lack of motivation for the economic development in the crop cultivation model,the poverty problem in the Mekong River countries has not yet been properly resolved.With the constant changes in the political and economic situation in Southeast Asia,Southeast Asian countries in the Mekong River Basin all have increasingly strong desires for economic development and poverty alleviation.Although the existing cooperation mechanism in the Lancang-Mekong River region has contributed to poverty alleviation,the progress and effectiveness of poverty reduction cooperation are effected by various factors such as the "over-mechanism" and the complexity of the sub-regional security environment.In this situation,the Lancang-Mekong cooperation mechanism aims to establish a mutually beneficial and win-win national community of destiny,clarify the specific practical programs for poverty reduction cooperation,and establish poverty reduction cooperation as a priority cooperation area,which promote social and economic development.Although the cooperation mechanism has promoted poverty reduction cooperation,the continued attention of the extraterritorial powers to the Indo-China Peninsula and the continued institutional competition in the region have limited the development effect for the cooperation mechanism.To play the role of sub-regional poverty reduction in the Lancang-Mekong cooperation mechanism continuously,we need to grasp the relation between ecological environmental protection and resource exploit,and respect and fit in with the existing cooperation mechanisms to achieve the superior co-existence of various mechanisms in this sub-region.Since the Lancang-Mekong River Basin is also an important area for China to promote the "Belt and Road Initiative",actively connecting the Lancang-Mekong cooperation mechanism with the "Belt and Road" initiative can promote the strengthening of infrastructure construction in countries and thus improve the level of economic development in the sub-region and impel the process of regional poverty reduction.
