Study The Transfer Of Government Functions To Undertake The Association Of Science And Technology

In the process of modernization of China's national governance system and governance capacity,social organizations are taking on more and more functions originally undertaken by the government,and becoming an effective means to achieve government governance.As an important part of social organizations,scientific and technological associations have taken advantage of the situation to undertake the transfer of government functions.However,it is still in the exploratory stage to carry out the functions of the government by scientific and technological associations.Therefore,how to carry on and how to carry on the functions of the government by scientific and technological associations and how to act by the government are worthy of study.On the basis of explaining the relevant concepts and theoretical foundations of scientific and technological associations,government functions and social organizations,this paper comprehensively applies the theory of governance,the theory of government and market failure in the supply of public services,and the theory of the third sector.Taking the scientific and technological associations affiliated to Hubei Provincial Association for Science and Technology as an example,it carries out the transfer of government functions for scientific and technological associations.Systematic discussion.Firstly,the paper holds that science and technology associations,as a kind of social organizations,under the impetus of national policies and in view of the need of the government to transform its functions of science and technology management,to build an innovative country and an innovative system,should give full play to their advantages of talent concentration,wide coverage of organizational networks and high credibility,actively undertake the functions of government transfer and make up for them.The failure of the government market has promoted the transformation of government functions and improved the government's modern governance system and capacity.Secondly,taking the scientific and technological associations affiliated to the Hubei Provincial Association for Science and Technology as a case study,this paper introduces the achievements of the scientific and technological associations in undertaking the government's transfer functions,including the continuous expansion of the functional areas and the continuous diversification of the modes of undertaking;and reveals the main problems,including the weak ability of the scientific and technological associations to undertake the government's transfer functions,and the government's transfer.This paper analyzes the causes of the problems,such as the lack of professional service personnel,insufficient operating funds,and imperfect internal governance mechanism,which lead to the weak professional service ability of scientific and technological associations,and the imperfection of government laws and regulations and the difficulty of decentralization.Finally,on the basis of a comprehensive analysis of the transfer functions of the government undertaken by the scientific and technological associations in Hubei Province,this paper proposes to improve the laws and regulations of the transfer functions of the government undertaken by the scientific and technological associations,explore various ways of the transfer of government functions,realize various paths of the transfer of government functions,classify and guide the scientific and technological associations to participate in the transfer functions and improve government administration.The government functions transfer management and supervision mechanism and other suggestions to promote our scientific and technological associations to effectively undertake the transfer of government functions.
